Rekonstrukce školy, zvýšení kapacity školky, úprava okolí Kulturního domu a Burzy, nová autobusová linka 672 včetně budoucí podoby mokropeskéSee more návsi, Všenorský zpravodaj. To byla zřejmě nejvíce diskutovaná témata březnové schůze zastupitelstva. Mimo program jednání se nakouslo i výbušné téma úprav mokropeského jezu.
Třicet čtyři bodů na programu vedlo k tomu, že zastupitelstvo začalo v sedmi hodin večer a skončilo čtvrt hodiny po půlnoci. Nabízí se otázka, zda by pro příště nestačilo bodů méně, ale mnohdy lépe připravených, aby nad nimi byla možná věcná diskuse.

Notes from part 3. Meeting of the All-Norwegian Council 1. March 2023
School reconstruction, kindergarten capacity increase, modification of the surroundings of the Culture House and Stock Exchange, new bus line 672 including the future form of Mokropesk village, Všenorský zpravodaj. These were apparently the most discussed topics at the March council meeting. Apart from the agenda, the explosive topic of mokropese dam was also discussed.
Thirty-four points on the program led to the council starting at seven p.m. and finishing a quarter past midnight. The question arises whether fewer points would not be enough for the next time, but often better prepared for a factual discussion about them.
Right at the end of the meeting came the turn for the reconstruction of the building, which houses the second grade of the local elementary school. The council was supposed to approve the decision of the mayor Roman Št rozhodrba, who chose a company to undertake repairs worth 13 million CZK. It is a company Status construction a.s. However, not all members of the council received the necessary documents before the meeting, or, as it was shown directly at the office during the meeting, they did not read. This is surprising to say the least for an investment this large. However, the majority by their votes sanctified the company's choice.
In addition to repairing the school, the council also spoke in favor of increasing the kindergarten's capacity from the current about 65 places to 80, saying that all classes should be in the R kyžovka building. This is how the extension will be - when it will happen and how it will look will be subject to further discussions.
The village management intends to cultivate the surroundings of the Culture House, renovate part of the forest above it, including the chapel and also the Burza area thanks to grants. In the near future, proposals for future adjustments should come from the workshop of garden and landscape designer Ferdinand Leffler, the founder of the Flera studio.
Line #672 coming soon
In the coming months, a new bus line 672 connecting our municipality with Hlásna Třebání should start serving Všenorsky, thanks to which it will be possible to get for example to doctors or shopping in OC Lety.
It will have the final one on the village of Mokropesk, where, as the test initiated by Roman Št érba showed, a smaller type of bus will turn without any problems, without the need to build the originally considered second bridge. In the future, the leadership of the village will deal with the wish that the bus would go to the upper part of the village, including the cemetery.
The launch of the line, which will run eight times a day, requires minor adjustments to the village - yet, a proposal for the overall solution of this area has not been created, which could and should serve as a meeting place. Traditional Apple picking or Masopust could also take place here. Thus far, unlike the Stock Exchange and the surroundings of the House of Culture, the trailer will not receive more human-friendly adjustments.
The question is also whether it will start to look better around Coop, the municipality management continues to reject investment in this area, because it is not Všenor property. However, it promised that it would try to adjust the surroundings of the store with representatives of Coop.
We - unfortunately unsuccessfully - tried to change the editorial board of the Všenorský news. Among other things, because it is a good practice in this regard that there is no mayor or deputy mayor. The Všenor municipal periodical suffers from the same disease as many others, informing about events in the village is tendent and unbalanced, in addition, the editorial board is made up mainly of representatives from the winning association, completely missing the opposition.
Yes to flats in the old post office, no recording
Of course, there were other points on the agenda, but there is no point in writing down all of them in detail. There were more than thirty in total, not all of them were necessary to be included on the agenda, in addition, some of them received reasoning messages and draft resolution.
The council approved, among other things, that the price of wood from the municipal forest will continue to be CZK 200 per cubic meter and CZK 600 per meter of cuttings. It was also agreed to increase the price for waste removal that the municipality will pay to Pobero, the intention to build three apartments in the old post office for young families, the allocation of which will be decided by the lot or financial support of the publication about the villas. The mayor should also find out the options regarding removing three car wrecks on Za Kostelem street before the next council, whose date is not yet known.
Within the scope of approving contributions for local organizations and associations, the council supported, among other things, several actions for children, led by the local association Všenoráček, which has previously been established with several successful events and can be trusted in this regard. Local scouts, football players, handball players, seniors, theater society also received support.
The Error Council rejected a proposal to have its actions recorded, fearing its compliance with the GDPR legislation. People who cannot come to the meeting do not have much chance to find out what and how exactly was discussed here, because no written record can capture everything.
What is our dam going to look like?
Already after the end of the meeting during the catching up discussion, Mayor Roman Št porba unexpectedly brought up one more topic after midnight - the adjustment of the Mokropesk dam, where, among other things, a fish crossing and several rather voluminous concrete structures should be added. The Vltava Basin is behind the project, which deals with Černošice and Všenor because of this. It is a pity that at the last important meeting so far - it took place in February this year - the representatives of Všenor were meeting, because the municipalities of course have a chance to influence to some extent what the dam will look like in the future.
At the moment, we are initiating a meeting with the designer of the renovation and introduce the municipalities, where the proposed options or deadlines should be presented until when the construction can be influenced by the municipality. We hope that the leadership will take into account any comments from the citizens of Všenor during the next deal with the Vltava Flood, who, for example, express concerns about whether the dam and its surroundings will continue to be used for relaxation. Thanks to our own survey among the residents of the village, we know how the area of the dam is a favorite destination for walks and leisure.
